Process Of Institutional Strengthening Of Election Administration Continues

Structural changes were implemented to ensure institutional strengthening of the Central Election Commission (CEC) and Electoral Systems Development, Reforms and Training Center. 

Technological developments, electoral reform, and institutional analysis put the institution in front of new challenges, which revealed the need for specific structural changes. 

As it is known to the public, the 2024 Parliamentary Elections are anticipated to be conducted through the use of new electoral technologies. Accordingly, the Election Administration shall direct all its efforts to conduct the electronic election on a high professional level, in compliance with international standards. Hereby, By-elections/extraordinary elections to be conducted in April 2023 is planned to be administered through the pilot project of electronic technologies. The mentioned requires large-scale activities to be performed, including proper strategic planning and implementation. This process will also include a cascade of training for electoral officials and stakeholders, large-scale information campaigns and other vital issues. 

Various priorities were identified during the strategic planning process. The new challenges showed the need for strengthening some directions of EA activities. These directions include strategic planning, strategic communications, information technologies and workforce security. In addition, it was revealed that the training monitoring and certification component is in need to be strengthened. 

In general, one of the priority directions of the election administration is the development of electronic services and technologies. The development of relevant services has shown that implementing certain functions is no longer relevant. Considering the existing challenges and needs, strengthening some areas became a priority.

The institutional analysis demonstrated that it was necessary to reorganize the functions and human resources within the CEC staff, aiming to ensure that the set goals are well achieved. Based on the above mentioned, the changes were introduced, which lead to the optimization of the structure in line to the future needs of the Election Administration. This will significantly support the development and strengthening of the institution, will increase the degree of the employees' involvement and ensure the effectiveness of the management.
