The CEC and the Training Centre conducted a cycle of certification exams between the period of June 2-13, 2025.
With a focus on citizen service, the wide area of the exams covered 34 municipalities, including municipalities populated by ethnic minorities. 37 exam centers were operating in the examination area (Tbilisi - 4 locations, Gurjaani, Sighnaghi, Telavi, Rustavi, Marneuli, Gardabani, Bolnisi, Tetritskaro, Mtskheta, Dusheti, Gori, Borjomi, Akhaltsikhe, Akhalkalaki, Ninotsminda, Sachkhere, Zestaponi, Bagdati, Tkibuli, Tskaltubo, Kutaisi, Ambrolauri, Tsageri, Senaki, Zugdidi, Khobi, Poti, Mestia, Ozurgeti, Batumi, Kobuleti, Daba Shuakhevi and Khulo).
The Training Centre provided administration of three types of certification exams:
a) Election administration officials exam: 640 citizens registered; 456 citizens appeared; 381 citizens, 84% (women-273; men-108) received a certificate.
b) Precinct election commission head officials exam: 2,705 citizens registered; 2,099 citizens showed up; 2,057 citizens, 98% (women-1,713; men-344), received a certificate.
c) Precinct election cmmission members exam: 2,227 citizens registered; 1,618 citizens appeared; 1,603 citizens, 99% (1,351 women; 252 men), received a certificate.
In order to promote an inclusive electoral environment, the exams for election administration officials, precinct election commission head officials and members were also conducted using exam tests translated into Armenian and Azerbaijani.

As a novelty for citizens, the CEC and the Training Centre developed a remote platform for mock certification exams. To prepare for the exams interested individuals had the opportunity to use the platform, whose software visuals match the format of the real exam, without any time or space restrictions.
Certification exams reflect the strategic priority of institutional strengthening of the Election Administration, helping to determine the knowledge of Georgian citizens of the election legislation, in order to further facilitate the selection of highly qualified Election Administration officials.
